An Ottumwa man facing a first degree murder charge has been deemed unfit to stand trial following a psychiatric evaluation. It is alleged that in late May, 38 year old Preston Martin broke into the residence of 41 Thomas Carlton Foster on Queen Anne Ave in Ottumwa, killed him and stole some of his personal belongings. Martin’s defense team requested the evaluation back in September and was ordered by Judge Greg Milani. The report stated that Martin suffers from several mental health issues and is unable to fully understand the charges against him. He will be required to stay in a treatment facility in hopes that his competency can be restored, until then all proceedings have been suspended. Martin also faces charges of first-degree burglary and first-degree robbery.
